You can attach to some folding bikes, it depends on the model.
You need to have a minimum of 50cm gap between the headset and seat post.
You also need to be able to attach to the headset.

Why won't it fit drop handlebars?

I have a Whyte Saxon Cross bike, which has drop handlebars. What stops this product from working with drop handlebars?

From my experience with this product you need to be in a sit-up-and-beg riding position otherwise the child's hat will hit your chin. I hope this helps.

Technically nothing stops this fitting any bike within reason. Drop bars are however, far narrower than flat bars and you'll have problems controlling the bike. Also, your position on drop bars tends to be more "forwards and down" and your little 'un will "get in the way". As always, I'd recommend going down your local store and trying this out.
