This would be personal preferance but i would most likely opt for the Federal bar.

Question

will it make much of a difference going from 8.25 rise bars to 8.5 because my bike feels too low down and im not sure weather to get 8.5 or 8.75?

The more you raise the bar it will make a difference to the feel of the bike . Perhaps try and have a test on a friends bike first to find the correct size .
