Yes.

The seat bracket doesn't go anywhere near the breaks or their cables, it makes no difference.

Bob is spot on with his point about the mounting bracket issues. In addition to this, even if you have a suspension bike that you can mount the bracket to, the fact that the rear wheel goes up and down means that you still cannot use a childseat with it. This seat should only be a maximum of 10cm above the rear wheel to avoid the bike becoming unstable, and this is impossible to achieve with almost all suspension bikes when taking the rear wheel travel into consideration.

The Hamax fits very few full suspension bikes , as you require the seat tube for fixing .
