Yes. It comes with bolts holding the cage to the cardboard display which can be used to attach.

Yes the packaging is a piece of card to which the bottle cage is secured with fixing bolts that can be used on your bike. I noticed, however, that they were smaller than the fixing bolts I already had on my Allez.

Fitting over derailleur mounts/clamps ?

When fitting this bottle cage is it designed to bend over the derailleur mounts/clamps.
My old Specialized Rib Bottle Cage Pro was cut out to allow for the derailleur mount this new one is straight.

Although the cage may bend it will not allow the bottle to enter the cage correctly and could cause the cage to bend. Try fitting some washers or some concave v brake washers against the frame for a better fit. If you have a frame mounted pump this will do the same job. Either way you will need longer M5 bolts available from good bicycle workshops.
