this wheel has a very loud click and is a very good performer all round. if all you are looking is a loud clicker then i would look for a wheel with a hub with a titanium clicker/ticker
Proper hubs do have a fairly loud cassette, though not the loudest of the bunch, for example the Profile Mini is a bit louder. As for strength, all factory built wheels are built within certain tolerances and as such as never really as strong as a handbuilt wheel, but get an experienced wheel builder to true it after a few heavy rides and this wheel will be stronger for it. It is certainly stronger than the majority of stock wheels.
This wheel has a 14mm axle, which is standard for modern BMX wheels. It comes fitted with 17mm wheelnuts - occasionally you will find wheels with a 19mm wheelnut which is possibly where your measurement of a 19mm axle is founded. This wheel will fit a Justice perfectly.

answer 2
yes this will fit in to the diamondback grind 2010, but as this wheel comes with a 9tooth driver you will also have to change your front sprocket to 25tooth
if you bought the bike with 20" wheels it shouldnt matter how many spoke holes the wheel has, so yes this will be fine for your diamondback grind 2010

This number stands for number of spokes in the wheel so it does not make a difference for you in terms of compatibilty I do not se a reason why it should not fit your bike.

Some variance in colour is possible due to the differences in the metals. Should you have any concern please contact the store where the item was purchased to discuss a possible return.
