No, a rear road brake cannot be fitted to this frame, a front brake could perhaps be fitted.

With greater frame clearance around the wheel/tyre (stays and braces), it will not be possible to fit road bike brakes to this frame - the brake arms might be too short. In addition, you will have to hack the brake bosses off to make way for the road brake arms, which will not look too cool. Thirdly, the frame work is built to work with canti's, which means that the rear brace might not be strong enough to hold the road brakes under heavy braking.
