If i buy the 20.75' frame will the forks, handlebars etc. of my old bike which was only a 20" frame still fit this new frame?

i would certainly think it should be fine to transfer your parts onto this frame.

Everything will still fit fine, it's just that the reach on the bike will feel slightly longer, due to the longer top-tube on the frame. The only thing to watch out for obviously is things such as your rear axle size, and the BB size.
